Reproed in ASP.Net:

Compiler Error Message: VBNC30451: Could not resolve the name
'ConfigurationManager'
Line 20:                 Return ConfigurationManager. (...)

That file doesn't import system.configuration, and the file is not generated

vbc.rsp doesn't include the import either.
