When Enabled=false the tab/bar doesn't paint and takes on the parent's
BackColor.  First seen in ListBox (with  ScrollAlwaysAvailable=true etc). 
Applies to both horizontal and vertical forms.

When Min=0,Max=0 the whole bar part is unpainted, otherwise the tab alone is
the unpainted.  Screenshot attached.
