In fact I'm sure that the reporter's sample is invalid.  From the MS docs:

Relative URIs (for example, "/new/index.htm") must be expanded with respect to
a base URI so that they are absolute. The MakeRelative method is provided to
convert absolute URIs to relative URIs when necessary.

But there is some bug that is causing some programs to not run if they are run
inside a path with a : in it.
