This is an easier testcase that shows the problem.


I confirmed this bug is still a problem in r102619 on SLED 10 SP1 i586.

Steps to reproduce the problem:
1. Download this attachment
2. run xsp2 in the directory with this attachment
3. Access this attachment in FireFox
4. Notice the error: 
    Parser Error Message: Expecting --> and got EOF.
5. Edit the attachment and take out the html comment
6. re-run xsp2
7. access this attachment in FireFox again
8. Notice there is no error this time.
