On increase in size, only the new bit is painted.  The old bit is not repainted
and thus the ticks there are at the old frequency.

On decrease, there's no repaint of the remaining part so again the ticks there
are at the old frequency.

Patch attached to bug 387071.  Correct, or should just ignore the clip
rectangle?
