Turns out reordering panel OnLoaded wrt its children was incorrect, so I've
reverted that patch.  Silverlight emits Loaded events on elements that have
already had their Loaded events emitted, whenever child is added to the
hierarchy.    But, it only emits those events it hasn't previously emitted. 
Gross, but true.

The site now works (aside from audio), closing this bug.
