Steps to reproduce:
 - http://silverlight.timovil.com/
 - to enter site, click on the text "Descubre una nueva experiencia"
 - User should see a Vista emulation. 
 - Click on the start menu. 
 - click on an icon on the desktop
 - mouse over the icons on the quick start menu
 - mouse over an icon on the desktop

Expected results:
 - start menu should open when clicked
 - clicking on an icon should select the icon
 - hovering over an icon on the desktop should produce a tool tip 
 - hovering over an icon the quickstart menu should outline the icon and
provide a tool tip

Actual results:
 - mouse events (click, mouse over) don't do anything.

How often does this happen? Always
