Steps to reproduce:
 - http://silverlight.net/samples/1.0/Page-Turn/default.html
 - at the very bottom, click on "Annotate".
 - click and drag on the current page

Expected results:
 - you should be able to draw on the page.
 - your annotations should move with the pages they're on


Actual results:
 - Nothing happens. Clicking and dragging do nothing.
