This file contains a bad <dllmap> for libcairo-2.dll:

/Library/Frameworks/Mono.framework/Versions/1.9/etc/mono/config

It currently has:

        <dllmap dll="libcairo-2.dll" target="libcairo.so.2" os="!windows"/>

It should have:

        <dllmap dll="libcairo-2.dll"
target="/Library/Frameworks/Mono.framework/Versions/1.9/lib/libcairo.2.dylib"
os="!windows"/>

The problem can be easily reproduced:

Swapping out the <dllmap> fixes the problem.
