monodoc.dll is placed in our GAC, which while we don't check it, means it needs
to be strong named, not just delay signed.  It is referenced by some of our
other strong named assemblies, which requires all their references to be strong
named, if you run them on the MS runtime.
(Found trying to run MonoDevelop on .Net.)
