According to .NET documentation
(http://msdn.microsoft.com/en-us/library/system.web.ui.pagehandlerfactory(VS.80).aspx):
public class PageHandlerFactory : IHttpHandlerFactory

But it's internal in Mono (according to the documentation of the
System.Web.HttpRuntime class)
