New version of the patch

This patch implements the assembly version matching restriction and, as far as
the functionality it implements goes, it is correct - it fixes the issue
reported in this bug. But the 2.1 build process is still broken by it. This
time, with current svn, the build breaks in the net_2_1_raw stage when trying
to compile mcs.
