Since I can't give you the full mscorlib assembly to reproduce the pb, and my
previous attachement seems not explicit enough for you to start with, would you
please tell me what kind of additional info do you need?

Maybe some info from the Mono.CSharp.Attribute.ResolveConstructor stack frame?
I started by displaying GetSignatureForError():
System.AttributeUsageAttribute
