Repro -- app to exercise TableLayoutPanel

With no controls added, border doesn't draw.  The border appears in MSFT in
that case.

Repro in PropGridFormControlsTabView
1. Run
2. Set CellBorderStyle to (e.g.) Single
Expect to see the border appear around the panel.


Repro in attached app
1. Run
Expect to see the border around the panel.


(Note a forced refresh doesn't help).
