This regressed in r102439.

Easier repro:
- Start Notepad.
- Move your mouse from the bottom of the form, over the text box, over the Edit
menu item, and stop moving the mouse so the cursor is on the form title bar.
- Press 'E'.
- The Edit menu will open, it should not.
