Description of Problem:
Without clicking on the menu or hitting the <Alt> sequences, the edit menu can
be activated.


Steps to reproduce the problem:
1. Type "test" into Notepad
2. Click on the left most t of "test" and drag right to highlight "test"
3. Without letting go of the button, drag the mouse cursor up to the menu
4. Press 'e'
5. If the Edit menu doesn't open, retry from step 1
6. This might take 5 - 10 tries to happen


Actual Results:
The edit menu will open


Expected Results:
"test" in notepad should be replaced with the 'e'


How often does this happen? 
once or twice every 10 tries.
