wow, you hit another one :)

This is similar to the first issue. GDI+ fills a bit more than cairo does (it
cover the stroke area). So libgdiplus has to stroke when filling (to be
identical). Again this works nicely when no scaling is applied but fails
(miserably) when scaled (since the pen's thickness is scaled too).

Fixed in SVN r108255 (HEAD) and r108256 (2.0 branch)
