When using a membership provider that does not require a question and answer
with the PasswordRecovery control, you will be prompted for a answer to a blank
question when attempting to reset your password.

(sorry no simple test as this scenario requires a bunch of setup, I suppose we
could build a membershipt provider just for testing though).
