Minor fixes

The attached patch makes our implementation for sync loading of images match MS
more closely, and enables the corresponding unit test. It also enables the
images specified using ImageLocation to be loaded asynchronously. The unit test
for async loading still fails though.

I also added a missing argument check, and added support for loading images
from local (relative) paths asynchronously.

Let me know if it's ok to commit.
