I've added a (notworking) unit test for ImageLocation to PictureBoxTest.cs
which shows that setting ImageLocation on MS does not actually load the image.

I don't doubt that you're seeing a different behavior. Could you attach a small
repro that will allow us to check in which exact circumstances the image is
actually being loaded.
