Fixed in r107657.  Thanks for the report and test case!

        * InternalWindowManager.cs: Ignore mouse actions on TitleButtons that
        are inactive.
        * ThemeWin32Classic.cs: Disable or hide MinimizeBox/MaximizeBox if
        user requested it.
