After discusson on IRC we've decided to do away with NP_ASFILE as it cannot be
trusted; this means that we're going to move everyhting to progressive loaders
(image, xaml,etc) and things that do require files (media) will be responsible
for creating / managing them internally.

This will require some special casing in the Downloader JS case where a
download may be "complete" without a file before being assigned to a Image/ME,
in which case we'll have to internally re-request it from the cache.
