I think it has more to do with the TableLayoutPanel.  If I open About.cs in
VS2008, click on tableLayoutPanel2, click "Edit Rows and Columns", click Ok
without changing anything, then it completely changes the structure of the
About.resx file.  If I compile this and run it in Mono, the image shows up as
expected.

Something in the old .resx is causing the TableLayoutPanel to not give the
MonoLogo any space.
