Description of Problem:
the 1.1 calendar webcontrol doesn't go to the next month when you click on '>'. 

This is broken in 1.9.0p1 and 1.2.6, but it works in 1.2.2 so it is a
regression.


Steps to reproduce the problem:
1. cd /usr/lib/xsp/test
2. run: xsp2
3. Go to that server in a web browser on port 8080
4. navigate to 1.1/web controls/calendar
5. Click on the '>' at the top of the calendar to go to the next month
6. Notice that the month doesn't change.
7. Click on the '<' at the top of the calendar to go to the previous month
8. Notice that it goes to the previous month
9. Now click on the '>' twice
10. Notice that it now can navigate to the next month


Actual Results:
Doesn't go to the next month.


Expected Results:
It should go to the next month.


How often does this happen? 
Every time if the steps above are followed.
