Test case:
==========

- extract the attached web app
- start xsp2
- request http://localhost:8080/index.aspx

=> Output: "Umlaute: ???"

- revert commit r93848
=> Output: "Umlaute: öäü" (as expected)


This has made its way into the mono-1-9 branch and needs fixing there as well!
