When viewing the Halo3 website, sometimes in the middle of a video, it will
begin buffering again... but the buffering progress will only fluctuate between
0% and 3% or so.

e.g. it will start off saying 0% then you might get a value like 3%, then 2%
then 3% then 1% then 0% (or some such craziness).

The problem is likely that we are calculating the % based on the previous value
or something, and not based on where we started buffering.
