Fixed in r93207.

        * MenuAPI.cs: Windows sends us MOUSEMOVE messages when any key is
pressed.
        If the mouse hasn't actually moved, ignore these messages so the
currently
        highlighted menuitem isn't reset to the one under the mouse.
