Fixed in r92631 and r92644.

        * XplatUIX11.cs: Set a minimum window size and enforce it. Even though
Linux doesn't care, having a minimum matches MS and keeps the window
from becoming too small to use window decorations.
        [Fixes bug #338996]

        * Form.cs: Enforce the Form minimum size in SetBoundsCore. Fixed
        failing test.
