Using the attached project I still have the same bug, using the steps below on
Windows 2003

1. Uninstalled 1.2.6
2. Installed 1.9 Preview 3 (Windows)
3. Ran 1.9 command prompt
4. Ran xsp2 -port 83 -root c:\..pathtoproject
5. Browsed to http://localhost:83
