So same behavior but different issue :)

Yes, it does look like a cairo issue (still would be nice to review the arc
code) since the values we're supplying cairo are near identical for both arcs. 

The arcs are composed of 2 curves. Individually each curve render fine (in both
cases). Somehow adding the second curve affects the second (bad) arc.

Sadly a quick test of changing CAIRO_FIXED_FRAC_BITS from 8 to 16 did not fix
the problem.
