I think it would be better to match the MS behavior (meaning 404). That way at
least we can have (standalone) test cases that verify our implementation and
MS.

This way, we'll also immediately know if the MS implementation changes (since
our test will start failing on MS).

Anyway, the current implementation is not correct (since it returns a 200).
