It seems the issue isn't that the scrollbars out of place, but that the
MdiClient border goes there, however it wasn't getting redrawn after resizing.

Fixed in r95210.  Thanks for the report!

        * MdiClient.cs: After we move the scrollbars, invalidate the NC
        area, so any old scrollbar artifacts are cleaned up.
