When following these steps, the presence of "app_offline.htm" goes unnoticed,
i.e. the app stays online:

- start xsp2
- request "index.aspx" in browser
- shell: touch app_offline.htm_ (note the underscore at the end)
- shell: mv app_offline_htm_ app_offline.htm

This might be a bug in FileSystemWatcher rather than in Sys.Web...
Reopening with severity "minor".
