Or you could just get rid of the 1.0/1.1-specific parts (the 'utc' bool and
separate return code) since DateTimeStyles.AdjustToUniversal works fine in
1.0/1.1.  Either way you would have to remove .ToUniversalTime() from
GetEffectiveDateString / GetExpirationDateString for 1.0/1.1 in the
X509Certificite.cs in System.Security.Cryptography.
