test application

Drag and Drop files on the WinForm doesn't work.
I add very, very, very :) simple application using drag and drop (files) on the
window form. It is essence of the drag and drop action.
Try approaches what causes that it isn't working on mono.

Tested with all mono versions including 2.2 RC1
