This is most likley a problem with the System.Drawing.Icon class.

Also note however that System.Windows.Forms.Form currently only sets the large
icon while it should set the samll icon as well because the Icon class is
capable to retain the original icon that may contain multiple icons thus it
makes sense to create a new icon form the original with the size of the system
small icon. This is what MS.NET seems to do.
