Repro -- PropGridMyPaddingAndTypeConverter2.cs

See attached test app (a later version of bug 413896).  Shows that a null
context value is passed to GetProperties and GetPropertiesSupported.

After bug 417567 that's the only issue shown by the app. :-)



To test all possible states do the following:
1. Choose an item from the first property's menu.
2. Enter a value manually there.
3. Enter a value into the "Left" sub-property of the padding property.
4. Edit the top-level (four-item) padding property.
