Although simply registering a control worked under 101176, the master page
scenario did not.

The master page is handling src paths relative to the content page.

Actually, any content controls use on a page (master page or not), also handles
paths relative to the content page (img,links,etc).

e.g. If a control is in a subdir and references a local image, the subdir path
won't be added to the img's src attribute on the outgoing page.

It feels like we're always using the requested page's path even when master
pages, controls, etc may have a different path.
