Gert, is it maximized, but not fullscreen or just not maximized?

If it's not fullscreen there isn't much we can do at the moment. So I will
leave the bug opened. The problem is that for some reason most Window Managers
just ignore _NET_WM_FULLSCREEN for windows without decorations.

If it's not maximized at all (size remains the same as in Normal state) - can
you try r101235?
