I know that VS2005 encodes now with utf-8 by default...
but we come from VS2003 which default default encoding was latin1... the .NET
1.1 to .NET 2.0 upgrade process doesn't change the encoding of the cs files...

I want to have a way to specify the encoding of cs files on mono(passing an
option to the compiler)
