On Unix, the gettext libs are omnipresent. There is really no need to duplicate
this work.
On Windows, Mono did already a great work to provide these libs w/out
any cygwin dependency. You just have to pick them. I'm not sure which license
will apply, though. I guess LGPL.
If I were in your possition, I'd be more worried about gettext's work flow,
especially if the authors are non-programmers, because the work flow depends
on a lot of "incomprehensible" tools.
