The tooltip for a ToolStripTextBox is displayed when hovering over the
ToolStrip instead of the ToolStripTextBox itself.

Also, the text of the tooltip is not updated when the text of the
ToolStripTextBox is changed.

To reproduce:
1. compile and run the attached source code.
2. follow the on-screen instructions.
