+SplitContainer has a 'FixedPanel' property which can have values  None, 
+Panel1, or Panel2.  When None, on resizing the container, both panels 
+grow proportionally. If one of the other two value is set the 'other' 
+panel grows solely.
+
+It appears that Mono ignores the setting and always resizes panel 1.
+
+Repro sample attached.
+
+Expected behaviour:
+With FixedPanel == None: both panels grow.
+With FixedPanel == Panel1: only panel #2 grows.
+With FixedPanel == Panel2: only panel #1 grows.
