It's a little more than a dupe of #325112 so I'm re-opening it (with a new
summary).

This attached file is kind of a bad GIF file.

Most (all except one) of the GIF frames use a 0 delay, which according to spec
means "no delay" (like we do) but most browsers have come up with "innovative"
re-definition of 0, see http://news.deviantart.com/article/27613/

Also it seems we don't decode some frames correctly
