Description of Problem:
A console application running in the Mac OS 10.4 Terminal application set to
use UTF-8 character encoding does not display French characters with accents
correctly by Console.WriteLine. Question marks appear instead of the desired
characters.

Steps to reproduce the problem:
1. Create a program that uses Console.WriteLine to print a character such as
'c' with a cidilla.
2. Save it using utf-8 encoding.
3. Compile it with gmcs and the -codepage:utf8 option.
4. Run it inside the OS X Terminal app.

Actual Results:
French accented characters appear as question marks

Expected Results:
French accented characters appear correctly, as they do when using the cat
command to view the source code.

How often does this happen?
Always
