Something changed recently and this issue no longer exist when I use default
profile, I run non-generics tests.

go to /mcs/tests and compare shutdown time for

make run-test-local

and for

make PROFILE=net_2_0 

The first one terminates immediately but the second one takes long time to
shutdown. The difference in number of tested assemblies is 761 and 1189.
