Is it worth splitting the "'maximize inconsistency' on layout" issue -- logged
in my comment of 2007-09-10 15:51:13 MST -- into a separate bug?

On it, the cascade case is fixed, but the TileHoriz/TileVert case isn't; it
needs the same fix as r86941 (in the loop: if (f.WS=Max'd) f.WS=Normal;) --
