- The original mono behavior was probably more correct.

- Do you have an example of this?

Proposal:
1) We revert 87281.
2) I submit bug reports against MS asking them to either: fix their behavior,
or correct their documentation*.
3) Depending on the outcome of 2, we adjust our implementation.

* MSDN documentation on XmlTextWriter is very minimal right now, actually
almost non-existing.
