Here are your answers

1) It happens regardless of whether the ApplicationServer is started in
background or foreground. 

2) This is no way related to console. Yes, you can definitely replace it with
Sleep.

3)It just happens when you start and stop the server.

The versions of dlls, I am using are
Mono.WebServer.dll (0.1.0.0)
Mono.Security.dll (1.0.5000.0)

Since you said it is not happening in the latest versions of these dlls can you
please provide a link ( or any other means )to download these dlls for Windows
platform.
