Ah, you are right that there is code to handle this.

If I specify StringFormatFlags.NoWrap, the ellipsis show up, however if I use
StringFormatFlags.LineLimit, they do not.

So the issue seems to be ellipsis for multiline text.  Single line (NoWrap)
seems to work fine.
